The specification covers the design, manufacturing, testing at works, supply & delivery of Tamper Proof Poly Carbonate Plastic Seal for sealing electrical installations viz. meter body for energy meters, terminal cover of energy meters, Metal Box and for other metering purpose. The size of the seal shall be 20 x 14 x 7 + .05 mm. These Seals shall be used for LT, HT Industrial Consumers and in theft prone areas.

The Poly Carbonate Plastic Seal shall be suitable for satisfactorily working under the following climatic conditions:

Max. Ambient Temperature 60° C
Min. Ambient Temperature -5° C
Max. Relative Humidity 100%
Min. Relative Humidity 23%
Altitude Within 1000 meters above mean seal level.

The Poly Carbonate Plastic Seal shall be suitably designed and treated for normal life and satisfactory operation under the hot and hazardous tropical climate conditions.

4.1 GENERAL CONSTRUCTION

The seal shall be designed for a single use only. The seal shall be damaged, due to its see through property, if tampered with the help of puller, knife or any other sharp instruments. The sign of internal tampering shall be easily detected; it should not be reused, once opened. The seal shall be made in such a way that it can be easily locked with the help of finger and thumb pressing and no tools shall be required to close the seal in the laboratory or at site. After inserting the seal wire through hole of female part, the cap of the male part shall be fitted in the female part in such a way that it should not leave any space to avoid insertion of any sharp tools for opening of seal body or the female part in hot or cold condition.

  • The seal shall also have the following features: -
  • 4.1.1 Tamper resistant and reliable.
  • 4.1.2 Environmentally safe, should not contain any lead (pb).
  • 4.1.3 Withstand long-term exposure to direct sunlight.(UV Resistance)
  • 4.1.4 No tools required for installation.
  • 4.1.5 Transparent and see through body reveals.
  • 4.1.6 Heat resistant.
  • 4.1.7 Chemical resistant.

4.2 MATERIAL OF PLATIC SEAL

The raw material used for polycarbonate plastic seals shall be of M/s. Dow Caller Ltd. Switzerland (Grade 201-15) M/s. GE Plastic, Singapore (Grade 143R), M/s. Du Pont, Japan (Grade LV-11, U.V. Stabilize), M/s Bayer Plastic (Grade-2407),M/s. Mitsubishi Engineering-Plastics Crop( Grade LUPILON PC S-3000UR) or any other equivalent manufacturer having similar material properties as under:

4.3 COLOR OF SEAL

The seal body will be colorless, transparent (see through) type, which shall give complete visualization of its fixing mechanism and shall show clear indication if tampered with. Also seal’s anchor can be of different colour like Red, Blue, Yellow, Green and Orange etc for necessary area wise applicable colour coding i.e. two different colour in same seal, which makes seal unique.

4.4 SPECIAL SIX LEVEL SECURITY FEATURES

  • 4.4.1 Triple locking mechanism with 6 anchors.
  • 4.4.2 Micro text matter/symbol readable with magnifying lens at minimum four places. (Nano text coding)
  • 4.4.3 Special colour codes (weather resistant)
  • 4.4.4 Laser type with contrast colour serial no. at two points i.e. unique type numbering on anchor and female part positions with special Psychological effect (German technology)
  • 4.4.5 Two stand lace wire connected with male and female part of seal. (Inox 304 grade)


4.5 DESIGN

The seal will be anchor type, tamper evident with eight locking system and shall be of different color codes (for e.g. one particular color shall be used by M&P Organization other by the (OP) Wring and 3rd by the purchasing/inspecting agency.

4.6 SIZE OF THE SEAL

  • 4.6.1 The size of the female part body of the seal shall be 20 x 14 x 7 + 0.5 mm.
  • 4.6.2 The size of two wire hole should be sufficient to insert seal wire, but in case, more than 1.0 mm + 0.2 mm.
  • 4.6.3 Wall thickness should not be less that 0.8 mm.

4.7 SERIAL NO. OF THE SEAL

Non repeat seven digits numeric Sr.No, on the seal shall be Laser type in contrast color. Its should be provided on anchor flap i.e. on the top of anchor part and on the bottom side of the female part.

4.8 MONOGRAM

The seal shall have facility for embossed type monogram of COMPANY logo in 8mm circle on front side and rear side of body of seal.

4.9 SEAL WIRE

Seal wire should be molded in seal in such way that it should be connecting male female part of the seal and remaining open wire will be used for sealing. The non corrosive non magnetic inox 304 grade, two twisted wires, each of 0.45 + 0.01 mm dia with over all diameter of wire 0.9 + 0.05 mm, so that it can easily insert into the female portion where the diameter of two hole shall be 1.00 mm + 0.2 mm. Total seal wire length should be of 160 mm. (open wire length)


The seal shall be type tested for the following tests, and type test should not be more than 5 year old.

  • (1) Boiling water test.( Four Hours )
  • (2) Pull out test
  • (3) Chemical test
  • (4) Melting point ( 280 to 295°C)
  • (5) Temperature withstand test (147°C for one hour)
  • (6) Tensile strength of sealing wire(braking load)
  • (7) Specific gravity (ASTM D 792-08)
  • (8) Ultra violet resistance test for 24 hours as per ASTM G 154-12a

The seal shall be tested at the manufacturer’s works for the following tests:

  • 1. Visual Check: l. e. workmanship and other features as mentioned above.
  • 2. Dimensional Check: as per drawing.
  • 3. Boiling water test: The seal shall be emerged in the boiling water for more than four hour and there shall not be any affect on the seal and the seal shall remain in tact condition. Even, with the help of any sharp instrument, pulling with puller i.e. by applying mechanical force, the seal shall not come out from the female part. In case, it comes out, the same shall damage the seal, so that it can not be re-used.
  • 4. Pulled out test: After locking the seal, if the seal is pulled with mechanical force with the help of puller or any other instrument, sharp instrument etc. at normal condition, the seal shall not be unlocked without any damage.
  • 5. Seal wire: In case, if someone tries to pull the seal wire and in any of the test mentioned at Sr. No. 3, 4 & 5 in that case the male / female portion of the seal should be damaged and the same can be seen visually being a transparent one.
  • 6. Chemical Test: The seal shall be kept in the concentrated acid for minimum one hour, the same shall remain in tact condition and if try to unlock the seal, the same shall be damaged.

In short, if the seal is tested for any of the above tests, in no condition the male and female part shall be separated without affecting damaging the seal. In case, if they are separated, the seal shall have sufficient temper evident. Also, if seal wire is pulled out from the seal in any of the above tests, it shall not come out from the seal without damaging seal.


6.1 SAMPLING CRITERIA:

As per IS 4905. The seals, used in testing, shall be destroyed in the presence of inspecting officer.

6.2 GUARANTEE:

The seal will be guaranteed for a minimum period of two years. In case, if any defect in design and manufacturing is noticed within the guarantee period the seals shall be replaced within one month free of cost.

6.3 SAMPLE:

The sample of seals with logo of on front side & logo on backside of the female part of the seal. The seals shall also be provided sr. no. of 0000000 to 0000000 on top of the male part of the seal as well as side of the female part of the seal as shown in the drawing.
